WHS Bid: Guidance for setting up Area Panels
(Agreed by Partnership meeting 25th March 2002)

Aim

To draw on local expertise in terms of statutory and non-statutory designation, spatial planning, conservation management and economic regeneration.

Remit

  • Assist in selection of WHS Bid Areas and Sites
  • Help to refine WHS Bid Area/Site boundaries
  • Assist in the compilation of the WHS Management Plan (particularly in respect of the drafting of area-specific management prescriptions)

Composition

  • Membership to be limited to about 10 individuals in order to allow detailed discussion and debate
  • Members to be primarily from organisations involved in spatial planning and land management. One of each of the following representative is recommended.

District Planning Officer (Senior officer)

District Conservation Officer

District economic regeneration officer (Senior officer )

One local elected member (District Council)

Trevithick Society Area Representative

One other local expert

Major landowner (& where necessary CLA member representing smaller landowners)

Statutory Agencies (eg EH, EN, RDA)

  • For those panel areas covering more than one District Council area, it may be necessary to double up on some of the types of representatives listed above.
  • As far as possible panel members should be drawn from the WHS Bid Partnership – on the basis that discussion will be facilitated by the fact that the members are already familiar and up to date with the Bid process.

Working arrangements

  • Each panel area will have a lead organisation which will organise the setting up of the panel and convene and host meetings.
  • Bid Project Manager (Adam Sharpe) and County Archaeologist (Nicholas Johnson) will attend meetings of each panel.
  • Project team will feed back results to WHS Bid Partnership.
